Summary:
Labels are not the same when opening a workspace.
Question:
When opening a workspace, the labels\custom labels are not in the same location as there were when the workspace was saved.
Answer:
If the workspace is saved with labels on the map and then edits are made to the table that was used for labeling, the label edits will be invalid. This is because the connection between the labeling information and the table is based on row numbers, and deleting\packing the table changes the row numbers. The result will be different records being labeled in the position of the original records.
